The local was a funny parking guard that had dressed up for the occasion. Parking guards are a typical South African phenomena where someone looks after your car when you are gone and then you give them a tip (1-2 rand) if the car is still there and undamaged. We doubt they can be held liable for any damage, but we are told it has reduced car theft and break-ins. In case you are wondering, this is the only person we ever saw dressed up that way, so this is not very common dress in South Africa!
